PRESS Latest Affordable Housing Project in Chula Vista’s Millenia Urban Village - Times of San Diego Groundbreaking for a $102 million project in Chula Vista - Chula Vista Today AWARDS Columba Affordable Family Housing is a 200-unit affordable apartment complex; the third such community by Chelsea in Millenia, a vibrant 210-acre urban village developed by Meridian Development for Stratford Land. The development features two residential buildings of four/five stories, and a two-story parking structure. One-to-three-bedroom apartment units range from 585 to 1,027 SF. In keeping with the modern aesthetic and overall design of Millenia, the stepped building facades create an attractive, varied roofline with streetscape elements contributing to the pedestrian-friendly community atmosphere. Exteriors featuring siding, stucco, metal panel and ceramic tile accents offer residents a warm, welcoming, and accessible living environment. Interior amenities include two community rooms, a computer lab/lounge, and laundry facilities. Designed in homage to the local coastal culture and inspired by the Portuguese town of Monsaraz, the project’s design merges with the historic fishing community to provide visitors an authentically local and hospitable stay, and residents a sense place and pride. Sited adjacent to America’s Cup Harbor and steps from Fisherman’s Wharf, the design of the three-story, 50,000 SF, 92-key Monsaraz is a contemporary tip of the hat to the history-rich community. Upscale yet comfortable, the spaces feature finishes, color selections, and artwork inspired by the quintessential Portuguese fishing village including a modern take on Azulejo hand-painted ceramic tiles paired with patterned concrete tiles applied to the project’s exterior and interior. Guest amenities include a fitness room, sundry shop and sky terrace. Street level highlights include a double-height lobby with shared access to a full-service restaurant and bar that opens to a 4,000 SF courtyard. Parking is accommodated by car lift in a single level below-grade, optimizing the user experience and hotel operations while maximizing development of the site. The 787,611 SF community’s four-story podium makes a street-level statement with a motor court entry, transparent residential lobby, and a wrapping of retail spaces. Four levels of parking are contained below grade, with additional parking on the upper podium levels. Located at the convergence of vibrant urban communities including the Gaslamp District, Little Italy, and Bankers Hill, Andia is part of the growing network of intersecting Greenways that link parks, the waterfront, and various other outdoor destinations with key neighborhoods throughout Downtown. The project shares its site with St. Paul’s Cathedral in a collaboration between developer Greystar and St. Paul’s Episcopal Church. The tower’s modest architecture consists of a concrete frame wrapped in a floor-to-ceiling aluminum storefront system and a warm, satin bronze slab fascia. The southwest portion of the highest occupied floor is reserved for a double-height sky deck topped with a rounded roof structure finished in a silver-grey metal paneling. Large openings carve out portions of the structure, serving as atmospheric funnels, allowing daylighting to permeate the sky deck from open air above. The interiors share the selective palette of materials and finishes and refined architectural form, harmonizing to create 525 Olive's unique identity and branding. The 417,500 SF development is comprised of 204 market rate and affordable apartments ranging from studios to three-bedrooms and designed to condominium standards. Project amenities include 17,000 SF of office and meeting space supporting the cathedral’s ministry, a 10,000 SF ground floor plaza, fitness room, and sky deck equipped with a pool and BBQ area. Parking for 348 vehicles is provided in a five-level subterranean parking structure. At 75’ high and approximately 55,000 SF, the 87-unit Framework averages 350-SF/unit, with 3,600 SF of ground level commercial space at the southwest corner. An active fault line running diagonally along the property’s western corner from south to north created a unique opportunity to enhance its corner as landscaped/hardscaped areas and introduce a setback to a busy intersection along 13th and F Streets, while reducing usable floor area to 7,000-SF/floor. The building’s west façade features a sawtooth profile formed with textured black aluminum panel and floor-to-ceiling window wall, maximizing southwestern exposure and views of the new 4.1-acre urban park located directly south of the site. Ranging in size between 300-500 SF, each unit’s footprint is maximized using innovative storage solutions, and fully furnished with high-end finishes, fixtures, and equipment, including stacked washer/dryer, flat-screen TV, expandable walk-in closet with built-in hinge-down desk, and folding sofa/bed combination, all mechanized and operable through a smart phone app. Framework epitomizes ideal modern-day urban living concepts with the merging of inspired space utilization, state-of-the-art functionality, and economical design, all culminating in a building which serves as a new prototype of dwelling that fosters community while celebrating its urban context without compromise. In 2014, the Institute moved to smaller quarters. The space is now used by Scripps for its molecular imaging department. - David Priest
Associate Principal David Priest, AIA Associate Principal with JWDA since 2015 David Priest was born and raised in Duluth, MN. An energetic doer, he’s enjoyed solving construction challenges since he was a seven-year-old building tree houses. While attaining two professional degrees at the University of Minnesota, he was awarded the school’s ‘Golden Ruler’ for the Student Steel Bridge Design Competition, all while also a PSIA certified ski instructor. After completing his studies, David migrated to San Diego in 1984 to work for the celebrated Hope Consulting Group. Now, with over forty years of residential, commercial, and hospitality design experience, David’s work at JWDA Architects has involved programming, construction documentation, construction administration and project management, and he has completed architectural design projects for residential and commercial developers as well as many Southern California clients. His residential and mixed-use project experience includes programming, feasibility studies, master planning, and full architectural services, focused on the preparation of construction documents and construction management for large scale projects. For David, the best part of his job is seeing how grateful residents are when they move into their building, especially the affordable housing projects. David has been married for 40 years and has three children and one grandchild. An avid volunteer, he has been recognized with the Servant Ministry Award by the Episcopal Diocese of San Diego in 2014 and 2021. Education: - B. Arch., University of Minnesota - B.
