A project on behalf of the Weingart Center and Chelsea Investment Corporation, JWDA served as entitlement architect in coordination with architects AXIS Architecture + Design. Weingart Center is a 501(c)(3) nonprofit agency that provides individuals experiencing homelessness with essential tools necessary to stabilize their lives, secure income, and find permanent housing. The Weingart Tower is a new build featuring 278 residences in a 19-story structure. The project is specifically designed to provide safe, secure, and dignified housing for unsheltered individuals, and includes 228 studio apartments and 50 one-bedroom apartments, with 40 units reserved specifically for veterans. Each of the apartments is fully furnished and includes full kitchen and bathroom facilities. Weingart Tower includes amenities including a fitness room, computer lab, career center, library, bicycle storage, laundry facilities, and terraces with community gardens, all part of Weingart Center’s mandate to remove the barriers that keep people from housing, and addresses the needs of seniors, Veterans, women, members of the LGBTQAI+ community, the formerly incarcerated, and many others experiencing homelessness. As part of the developing I.D.E.A. (Innovation/Design/Education/Arts) District, the project aligns seamlessly with the vision of a hub for local entrepreneurs, artists, students, and residents by providing retail and office spaces and high-density housing. Designed to be a central neighborhood gathering place, the 395,746 SF project contains 265 studio, one, and two-bedroom apartments, with multi-level penthouse residences and townhomes, ground floor retail and parking, and a multitude of work and recreational spaces designed to accommodate the many offered services intended to foster a sense of growing and learning. Exterior textured concrete finishes, structured glazing, and metal claddings of iron, steel, and aluminum are complemented by the clean and contemporary industrial vibe of its interior. The S-shaped design of the 7-story structure forms two central courtyards and indoor/outdoor amenity areas including including a zero-edge pool, fitness lounge, yoga/cycling studio, bike repair shop, DIY room, mobile tech and worktables, gardens, grills, workspaces, and more. BMQ’s exterior wall assembly alleviates noise pollution with high Sound Transmission Class (STC) ratings. Stormwater runoff and drainage are addressed with a combination of bio-filtration planters and modular wetlands, and 80% of the rooftop is equipped with photovoltaic panels to support the energy needs of the building. Expansive streetscapes along its intersection encourage pedestrian and bicycle uses. Makers Quarter’s ideal location offers a neighborhood feel and culture of community, central to the trendiest neighborhoods, best attractions, and most convenient transit. Moments from Interstates 163, 5, and 94, as well as the Metropolitan Transit System’s (MTS) Rapid bus line, commuter rail lines, and Trolley systems. Comprised of 118 market-rate units, apartments range from studios to two-bedrooms, each with a private balcony . The property includes 10,850 SF of common area and amenity space, 114,000 SF of living space, and a 63,000 SF parking garage. Amenity spaces include a pool area, bar / lounge, gym / fitness center, meeting spaces, and rooftop bar with city views. The building’s design features an eclectic mix of vintage and modern architectural elements. Weathered steel paneling provides a strong identity and edgy exterior, while the sloping site carves out a public plaza with pockets of lush landscaping and a large gathering space. Inside, floor-to-ceiling murals and original artwork captivate the user with vibrant colors, distinctive materials and varying textures. At 75’ high and approximately 55,000 SF, the 87-unit Framework averages 350-SF/unit, with 3,600 SF of ground level commercial space at the southwest corner. An active fault line running diagonally along the property’s western corner from south to north created a unique opportunity to enhance its corner as landscaped/hardscaped areas and introduce a setback to a busy intersection along 13th and F Streets, while reducing usable floor area to 7,000-SF/floor. The building’s west façade features a sawtooth profile formed with textured black aluminum panel and floor-to-ceiling window wall, maximizing southwestern exposure and views of the new 4.1-acre urban park located directly south of the site. The 183,808-square-foot development delivers 220 market-rate and affordable micro-units averaging 556 square feet, creating a vibrant, transit-oriented residential community within a compact urban footprint. The project's primary challenge was its constrained 10,000-square-foot (100-by-100-foot) site. To maximize the potential of the property, the design utilizes the City of San Diego's Micro-Unit Density Bonus Program, which allows developments providing affordable housing within Transit Priority Areas to increase density by providing micro-units. This approach enabled the project to deliver significantly more housing while supporting the City's affordability and smart-growth objectives. The ground floor and streetscape were designed with the pedestrian experience in mind. Large expanses of storefront glazing activate the streetscape, visually connecting the lobby and adjacent lounge and co-working spaces to the sidewalk and neighborhood beyond. Residents enjoy a rooftop sky lounge, pool, spa, outdoor kitchen and dining areas, fitness studio, pet spa, bicycle parking, and a semi-automated parking system. Achieving LEED Gold Certification, the project advances sustainability across economic, environmental, social, and cultural spectrums, contributing to a more resilient and connected urban community. Principal Rick Rounds, AIA Principal with JWDA since 1994 Rick Rounds is a native San Diegan who moved with his family to a small, woodsy resort town in Idaho when he was a child. He realized early that the construction process interested him, but it was a drafting class in high school that solidified his interest and aptitude for architecture. Working two jobs during the summer and part time jobs through the school year while obtaining his 5-year degree at the University of Idaho, he never forgot Southern California people, culture, weather, and activities of his youth. The day after his 1987 graduation, Rick migrated south to a job opportunity in Palm Springs. One year later he returned to his San Diego roots and began his career at JWDA. As a Principal and Senior Project Manager, Rick’s work ethic endures, and empowers him to provide coordination in all project phases, from programming through the completion of a contract. His expertise comprises master planning, site planning, schematic design for new construction, repair and renovations to working drawings, and construction management and administration. His sector experience includes hospitality, residential, mixed-use, governmental, and institutional projects. Founder and President Joseph O. Wong, FAIA, NCARB Founder and President Founded JWDA in 1977 Joseph On-Woo Wong was born in Guangzhou, China and emigrated with his family to San Diego, California when he was 16 years old. Joe graduated from San Diego High School, and went on to attend the University of California Berkeley and Harvard University before founding JWDA Architects in 1977. Among its many achievements and successes, Joe is especially proud of the firm’s collaborations with nonprofit organizations including the San Diego Chinese Historical Society and Museum, Father Joe’s Villages, Ronald McDonald House Charities, The Alpha Project for the Homeless, and La Jolla Music Society. In 1994, San Diego City Council honored Joe for his contribution to the city’s downtown redevelopment efforts, adopting June 6th as Joseph Wong Day. In 2003, Joe was elevated to American Institute of Architects College of Fellows for his contributions to the advancement of the profession of architecture. He was recognized by the San Diego Business Journal as one of San Diego's "Most Influential People" in both 2021 and 2022. He has served as a volunteer member of the Dean’s Advisory Council at UC Berkeley’s College of Environmental Design for several years, and in 2023 was recognized with the school's Distinguished Alumni Award; and he continues to serve as an Advisory Board Member at UCSD Real Estate and Development, School of Social Sciences. The hotel bears the distinction of achieving several “firsts” in the region’s sustainable hospitality design, including the first sustainably built hotel and LEED® certified hotel in San Diego, and the first LEED® certified hotel in the U.S. for InterContinental Hotel Groups. It is the first downtown San Diego building to boast a green roof, with the 9th and 12th floor roofs covered in sedum. The 9th floor Phi Bar Terrace deck utilizes composite decking made from recycled polyethylene plastic and wood fibers, while the bar terrace incorporates floor-to-ceiling glass wall systems allowing the entire room to open onto the roof deck for natural ventilation, light, and views overlooking PETCO Park, the bay, and all of downtown San Diego. Another series of glass walls on the hotel’s primary commercial street front corner blurs the line between interior and exterior, while guiding guests and San Diego’s balmy breezes into the space. The branded boutique hotel includes five suites. A 40’ sculpture, Indigo Waters, adorns the curved façade wall; the imagery also deployed on chair backs, floor patterns, light fixtures and the Phi Bar terrace metalwork, offering a distinctive experience for the technology and design-savvy customer marketplace. All with jurisdictional or ownership interest in the North Embarcadero area, the agencies joined forces with JWDA and other consultants to create a vision for the future development of the area. The resulting North Embarcadero Visionary Plan provides an improved Broadway Pier and plaza space, new piers, and a historic wharf at the County Administration Center. Further improvements include streetscape enhancements such as modern lighting, repaving, trees and landscaping, furniture, and public art. The design added almost 12 acres of park and open space and calls for seven acres of gardens, five acres of hardscape and landscape area, and more than 1,700 trees. Following a highly collaborative public engagement process with over 20 public workshops, the design and ownership teams worked diligently to resolve the functional complexities inherent to a working waterfront while creating an attractive and comfortable environment for San Diego’s residents and visitors.
